certbot 에서, CA Server 와 EAB 지정후, 발급 요청시 위와 같은 메시지가 발생할수 있습니다.

여러가지 원인이 있을수 있지만, Sectigo 같은 상용 ACME 에서 발생할수 있는 가장 흔한 원인은, 권한 없는 요청을 했을때 입니다.

1. 비용지불(구매)하지 않은, (허용되지 않은)도메인 SAN 에 대해서 발급을 요청할때.
2. eab-kid 또는 eab-hmac-key  값을, 잘못된(주로 오타) 값으로 지정했을 경우.
3. eab-kid 또는 eab-hmac-key  가 이용(구독)기간이 만료된 경우.
4. OV 상품의 경우, 기업의 OV 인증을 먼저 완료해야 하는데, 미승인 상태에서 발급 요청 경우 (또는 OV 만료일때).
5. 특정 국가(도메인)에서의 접근이 제한되어 있는 경우 (전범 국가등 극히 일부).


위와 같은 경우에 해당하지 않음에도 발생한다면, CA 측에 별도 문의를 해보실 필요가 있습니다.
